About the General Ombudsman's Office

Created in 2002 as advisory body to the Presidency, in 2005 it was linked to the Board of Directors and included in the company's organizational structure.  A direct channel with society and an instance for the defense of rights, the Ombudsman's Office receives reports, complaints, requests for information, suggestions, and compliments of the diverse public of Petrobras and its subsidiaries, monitoring and accompanying the measures adopted. Our channels provide broad accessibility to Petrobras' internal and external public regardless of sex, gender, race, color, ethnicity, religion, ideology, sexual orientation, economic, social, and cultural condition.

The Ombudsman's Office is one of Petrobras' integrity structures. So, it manages the company's reporting channel since 2005, initially to comply with the Sarbanes-Oxley Act. In 2012, it was appointed to implement the Access to Information Law and monitor compliance therewith at Petrobras. The area is also responsible for receiving demands related to the General Data Protection Law, queries and requests for authorization in compliance with the Conflict of Interests Law, and the registration of Accountability Administrative Proceedings provided for by the Anti-Corruption Law.

We act with autonomy, unbiasedly, and impartiality to cultivate frank and transparent dialogues with all Petrobras stakeholders, reporting the processing and measures to the company's senior management. We grant secrecy and confidentiality to reports on illegalities or nonconformities repudiating any form of retaliation against whistleblowers. Information related to the reports is opened only and solely on the basis of what is strictly necessary for corporate investigations and measures.

When to go to the General Ombudsman

The General Ombudsman's Office receives any statement related to Petrobras' activities, resolving any divergences at the administrative level, such as:
  • Abusive management, offense and discrimination
  • Favoritism and nonconformities in contracting and contractual performance processes
  • Corporate security incidents concerning on-premises security, burglary and theft.

O Ouvidor-Geral

Petrobras' General Ombudsman is appointed by our Board of Directors for a three-year term of office, which admits a single reappointment for the same period. Since 2012, as of the enactment of Law No. 12,527/2011 (Access to Information Law – LAI), the General Ombudsman acts as the authority responsible for monitoring this law within the scope of Petrobras.

Luiz Cristiano de Andrade has been General Ombudsman since November 2021. He worked in the Holding's Legal department and Ombudsman's Office until 2016, when he was selected to be the executive manager of the Ombudsman's Office at Transpetro. He holds a Master's degree in Social History and an undergraduate degree in Law from PUC-Rio, where he is also professor of Administrative Law and Coordinator of the Graduate Program in Economic and Regulatory Law.
